The Phantom Tollbooth, Catwings, Little Bear there are also Arthur, Little Critter, and Magic School Bus Chapter books intended for young readers that are very cute and not particularly scary (actually some of the Little Critter may be "little kid scary" so look closely at those). I also agree with Mrs Piggle Wiggle, I loved those books as a child. My boys didn't care what I read when they were little so we have covered a good bit of ground. I hate poorly written kids books so I mostly read what I loved.

Little House books, Pippi Longstocking, Charlotte's Web, Boxcar Children, Charlie and the Chocolate Factory, Mr. Popper's Penguins, and A Bear Called Paddington are some that my 2 and 4 year olds have really enjoyed.

The Boxcar children series is great!
Montessori/Waldorf inspired toys. Kid friendly nativity sets,educational games,stacking puzzles,matching/sorting/counting games and more!

Captain Underpants are not scary at all and fairly simple, though the humour may go over her head.
