the shell is waterproof but I don't think $6 would even cover the shipping to canada. Sorry. when I looked on USPS.com it said $8.55 for first class.

these are flat measurements....waist is 8", rise is 7", leg gussets are about 2.5" around.

Curious about the interior material... is it a natural fiber (cotton or something)? So that it feels wet?
