I do not find that unreasonable at all, seeing as she is going to be caring for your child along with her own, she does not have to drive to your home to get him or drop him off so there is no need to be paying upwards of $23 and hour. Besides if she is a nanny or has any certification of any type you could request to see the certification and ask for references, if she does not produce she does not get the wage. Plus it is only for 3.5 hours a day and the occasional full day like you said so there is really no need for a high hourly wage. If you had her watch him for full days maybe offer a bit more for those days seeing as it is a longer amount of time. I know at the center I work at is it right around $25-$46 a day depending on the age of the child, it is more expensive for infants and less expensive for school age kids. So $25 for that short of an amount of time is pretty much a gold mine in my opinion.

The daycare my kids went to was a licensed in home and they charged 30 a day or 110 a week. Plus they provided lunch and snack. Your offer sounds pretty reasonable to me.

For a woman with little to no child care experience (that's how I read your post, correct me if I'm wrong), in her home for 3.5hrs, I would say that her amount is unreasonable. Even if it were a high COL area, and that amount was standard, I wouldn't pay standard without experience and qualifications. So either way, I say she's trying for out her league.

Here, for someone who used to be a nanny (nannied for 15yrs, certifications, CPR trained, etc.), in their home, for 3.5hrs for my 2yo AND 1yo would be $25 if I provided food and all of that. Food included, licensed in-home center, etc. would be more, formal centers would be more. But I could get a qualified care giver for 2 kids for that amount of time on what you offered. Varying amounts of time and experience, I know of at least 10 or so more that would do it for that price as well. And a standard center here is $7.25/hr for one child. So even that would be less than half of what she wants.

When I was working as a preschool teacher, with state required certification, at a place that charged parents $1500/month, I was only getting $15/hr and that seemed fair enough to me. $23 is insane with no childcare experience at all, and she is definitely not a "nanny."

She has lost her mind!!! In my area the going rates are around $25/day potty trained,

$30 not potty trained and that's ALL day!! She's crazy! I would definitely look elsewhere.
