Using Hemp as a doubler/insert

I have started to use hemp with microfiber inserts because dd2 is a heavy wetter. Does it matter if the hemp is closest to the bum or should the microfiber be?

I put the microfiber close to the bum because it absorbs faster than hemp, IMO.

I'd put the hemp against the skin, I thought micro was too harsh for baby bums?
Unless it's in a pocket, then micro on top.
