Sorry but that's how I took it, I guess.
In my situation, the dipes I received had shot elastic and it was mistakenly overlooked.
I think shot elastic could be overlooked if it was partially shot. Like the Momma doesn't realized that it's kinda stretched out after going through her kid/kids. Some of my FBs have questionable elastic...I can't really tell if they are kinda stretched or not unless I hold them up to one of my newer FB. Hope that makes sense!
