What is this page I keep getting?

I've never gotten this message before. It's just started the past few days. It's getting on my nerves.

I'm getting it, too...usually if I have more than one window open (for pm'ing, etc) and hit "new posts" on both of them, or if it takes a while to load, and I hit it again.

Hi everyone,

We had to implement this because we found that people were repeatedly hitting the new posts button which generates alot of load on the server and makes it worse for everyone browsing... it was not helping with the problems we were having over the weekend and Monday so we put this on to try and keep the server from crashing.

Now, what would be a reasonable time between searches? I thought 15 seconds would be enough time to see all the new posts.. Any thoughts? 10 seconds maybe?

I got it too. I only hit new posts!

The thing that bugs me, is that it's not even only when I hit new posts. It also does it when I'm trying to look at the threads I started or the posts that I've posted. That's where it's frustrating me.
