My four year old has super dry, itchy skin, and we wash her with a plain chamomile/calendula soap (we use Basis--it's cheap and available locally. Handmade is nicer and you can get it superfatted so it's very moisturizing). After her bath, I rub her down with plain cocoa butter--the real stuff, not that Palmer's crap.. It's simple, cheap, natural, and it works like a charm.
We've used Jason Baby and California Baby on her in the past, as well. Both worked fine--but they're very expensive compared to what we're doing now.
