Best long lasting sun screen for a fair child?

Ok so, if you can't tell from my display pic, Shae is whiter than Snow White. Its starting to get nicer outside and both my kids are wilderness children Cyrus was always easy - his skin isn't sensitive at all, he gets excema but its only an allergy to citrus. He's also got darker skin and doesn't seem to burn so if I'm late on the re-apply times he just gets tanner faster and doesn't burn. Shae is sooo fair with soo little hair and sooo sensitive skin and I'm at a loss. I know its important to use sunscreen on them even when its not hot outside and frankly we're out more when its not steamin hot (except when we're in the pool - so waterproof or resistant would be a HUGE plus!!!)

She's 8 months old now and has never been in the sun for more than maybe 3-5 minutes I'm afraid she'll bake!!! We spend a lot of summer time in the pool so I either need something easy to find at department stores (Walmart and Target are both close), chain health food stores (I know we have an Akins maybe something else not too far) or easily and readily available online (fast shipping). Natural is a plus and if any of you make some then I wouldn't be opposed to that Spray or cream doesn't matter.

And - how often should I put it on her? With Cy we did every 3 hours or so unless he was icky sweaty or in the pool, then it was 2 hours or so. Have those rules changed?

I like Bull Frog (white creamy kind, not gel). Well, actually the gel is good to spray on heads/hair parts. I have very light skin and so do some of my kids. Slather it on so it looks white and rub it in until the white is gone. I only reapply if we're at the water park, and then only after several hours. Usually we'll go from noon to 4 or 5 and I don't need to. I keep babies out of the sun as much as possible even with the sunscreen on.

she's got a little floaty for the pool with a shade but I figure its way better to use a good sunscreen with that than chance her gettin a burn is bullfrog ok with sensitive skin? She can't use things like sposie wipes (even the sensitive ones) without getting bleeding rashes.

We have lots of skin issues around here too. Psoriasis, excema, hives, all that fun stuff. We've never had a reaction to it.

Accd to what I have read recently, its less than every 2 hours now for reapplication, 20 minutes before exposure, and anything over 30 SPF really doesn't make a difference, so 30 is best.

We use a brand called Blue Lizard. It was developed in New Zealand but is manufactured here in the states. It is super thick and stays on great. They make both a baby and sensitive forumla.
