Just what I figured, yes, no, & maybe Seriously though, thanks so much everyone for all the replies. While I am loving it here in Hawaii, Japan sounds exciting. Hopefully we'll be able to slip into things without issue if it comes down to it. And as a USMC family, we're well aware of the one policy that's ALWAYS in force... if the person you ask doesn't give you the answer you want, ask someone else! Well here is my take on this.

I know a lot of people don't vax in the states because they feel safe or that their children are not likely to get the disease because most children are vaxed. (not saying this is why you chose not to just that some do). However the rates for most vax related diseases are much higher overseas than in the states. Here in Germany last year there was a very large outbreak of measels. When we lived in Turkey there were reports of Polio, measels, etc quite often. If you are planning on living/traveling abroad you should certainly re-evaluate your reasoning, risks, etc. That said I know nothing about the risk rates in Japan but your children may be exposed to people from less vacinated (ie third world countries) while there.

To answer your question, no your children do not need vax for passport.
