I think so, yes. If those are complete sets. The cheapest I've known about is the yahoo coop, and it's $3 for 50 sets, so 1000 would be $60. Shipping is included there, too.

That's kind of pricey You can get sets of 1000 for $40 (I think-it might be $42?) at www.kamsnaps.com
