Are there any yarn bases that are ok to mix? (say for trim on a soaker or longies) Or should one always stick with the same base for a project?

I mix similar bases like Cestari and Targhee and Mountain Wool, or bulky BFL and bulky Gaia, or Gaia Worsted and regular BFL and Purewool. Just try to match the weight/general feel of it.
