Smile Length & carseat size

My daughter is 13 months, roughly 23 lbs & 31" long. She is currently riding in a rear-facing only child seat, the Graco Click Connect Snugride 35. The only guidance I remember regarding child seats is weight. This seat is safe for up to 35 pounds and I'd like to keep her rear facing as long as feasible. She fits the child seat well - the belts fit snugly, her head isn't on the edge, the chest clip fits at her chest.

But at 31", her feet are beginning to dangle over the edge. I'm not worried about it, but my daycare commented, "It looks like it's time to get another child seat!" and my hubby thinks it's time to get another one too, solely because her feet dangle a tiny bit. But even if we get another seat, it'll have to be rear facing, as I don't believe she's of age/weight yet to turn around. She isn't bothered by this at all and while her feet touch the car seat (the actual fabric of the car, not to be confused with the child's car seat), she seems comfortable. Any advice or guidance?

The new standard is 2 years old minimum to stay rf.

You will need to get a new seat soon as she will outgrow the bucket seat by height before she turns two.

As far as the feet go. They will hang over the bucket seat.

And I've never heard a baby complain about it

It's easier to heal from a broken leg vs a broken neck (being turned around too soon)

According to the graco website it's 32"

And many car seats are outgrown on the height a lot more sooner than weight

At that weight my 4 year old could have still been in a bucket seat

The most important thing is that she has 1" or more clearance above her head in the car seat. At her height many kids have already outgrown it by that marker.

Once you transition out of the bucket, you'll need a long lasting rear facing convertible car seat. Rear facing as long as possible or at least to age 4 is best. 2 is a minimum, not a maximum.

As stevensmom said, legs are never a way a car seat is outgrown. Most rear facing kids frog, bend, or prop up their legs and that is fine.

Torso length is most important, not to be confused with whole body length (that the manufacturers actually provide). Long torsoed babies outgrow faster, watch the top edge 1" clearance.
