It really depends on the recall--it could be as something as easy as a phone number is missing off the label, so obviously they wouldn't replace the seat no matter what the age. I can only think of one or two recalls where they actually offered replacements.

A car seat manufacturer would still probably have to recall an expired seat if an issue came up and NHTSA said they had to recall it. But the manufacturer isn't likely to track failures or issue voluntary recalls (and isn't required to do so) after it's expired. And, frankly, most recalls are "voluntary" - NHTSA doesn't force the issue all that often.
I am less squeemish about an expired booster compared to an expired car seat. Not that I'd actually use an expired booster, but I am not going to have twitches over someone else using one if it still meets current safety standards and the belt fit is good. I did have to strong-arm a friend out of an old shield booster and a Century Brevera in booster mode a couple years ago though.
