Order canceled, refunded, and re-billed 3 weeks later

Uggghh!! What do I do? Here's the timeline:

Nov 16: I order BOGO OPI nail polish from Tanga.com ($8.99)
Dec 2: I still haven't received a shipping notification so I send an email asking what's going on.
Dec 3: I receive a tracking number.
Dec 3: I receive an email response:
Quote:
We regret to inform you that this item is no longer in stock.
You have been issued a full refund for this portion of your order.

You may have mistakenly received a shipping confirmation email containing
a tracking number. That shipping label has been destroyed and the item
will not ship.
Dec 4: Money refunded into my bank account. But only $8.98.

Not totally relevant but: Last night I was out and spotted the same deal at Ross, so I bought the 2 nail polishes to replace the ones I missed out on (they were part of a Christmas gift to niece).

This morning: I receive a tracking number from Tanga.com! I got the email at 10:54am TODAY but the tracking # says it shipped on the 6th. Whhhaaaaat.

What the %$#@&(%&#(?! What do I do?

Call the company and complain. If they didn't note that they would ship and recharge when it became in stock then they shouldn't have recharged it.

Did they take the money back out of your account? If they didn't I would probably just wait and see if anything actually shows up before doing anything.

You authorized the first withdrawal. You did not authorize the second withdrawal. You can call and complain demanding you money back. If that doesn't work you can call the bank and file a dispute.

I had a canceled order/refund and called my bank as I wished to use that money on something else instead. I wanted to make sure the money could not be withdrawn at a later date. They said it could not legally be done if I had not authorized the second withdrawal.
