How would you handle this?

My daughter seems to always be changing outfits- it drives me crazy. One minute she will be in a dress and then the she will have gotten it wet while washing her hands and she will suddenly be in some PJ's. A little while later she might want to change because she got mud on her clothes. Sometimes she wants her shirt off in the yard like boys (she is 4 so I don't mind) but she will leave it places and I might find it outside somewhere...... then she needs a new shirt because we are going somewhere. We definitely play hard and I let them be kids with mud and squirt bottles and such, but is there a better solution to all the laundry? I certainly wouldn't let her change if she were still playing in mud/water but we are in and out all through the day and I am frequently reminding her if she takes something off not to leave it on the floor/ground, but I can't be over top of her all day.......just having a stressful day with mounds of laundry and in a funk. I suppose many of you can relate
