When my 17 month old whines, I tell her that I cannot understand her when she whines and she needs to use her "words" or talk like a "big girl".

Even when she was younger and didn't have a much language (around 12 months) as long as she attempted to use her "words" without whining I would give her what she was asking for. Although, she was given one try if she was whining to ask nicely, if not, I ignored her for about 30 seconds and then I told her that she could try again and use her words. I often didn't need to give more than one try.

I make a point of giving lots of praise when she does use her words like a big girl. Works very well!
