Update:

I think I may have figured out my problem: it's having to use 2 or use a doubler. I can get a good seal around the legs if I only use one prefold or flat, but when I use a doubler or a padfolded flat in the middle, it seems to create too much of a gap for the jelly roll to fill in.

ETA: I am pulling it as tightly as I can. DD cries while I'm trying to pin. My fingers are between her and the diaper so I know I'm not stabbing her, but she cries when I pull tight and start trying to pin.
