It doesn't meet your price criteria, buts really high height max would make it have a longer use life, which might make the finances work out. Britax Frontier. Amazon is almost always way under MSRP.

Maybe a graco convertible seat. They go by different names and different retailers. I think fit4me, mysize, etc... Anyway I think that they are supposed to be really great for tall kiddos. The harness goes up to 65 lbs. we love ours! Easy to install and under $200.

Graco Tranzitions/Wayz (sic) is $100/80 (WM exclusive) and reasonably tall. But the tallest you can get outside a Frontier is an Evenflo SureRide. It's actually the same height and some kids get even more growing room out of it because of the curve in the shell. However, the harness itself really isn't long enough to justify how high the slots are, so some kids will plain run out of webbing. But it's cheap.

Britax just increased the seat height of the Pioneer.

It now has the same 20.5" seated shoulder height of the Frontier (tallest on the market). It will fit just about any 7yo EASILY. Just make sure you get a new one. Cost on Amazon is $172.

Next tallest is the Evenflo Sureride. It has a 19" seated shoulder height. It will fit most 7yos. It is not as cushy, but also not as expensive. It costs about $80.

Radians cost about the same as a pioneer, but only have an 18" shoulder height.

1" in shoulder height is about a year in torso growth for an average kid, so the difference between a Radian and a Pioneer is about 2.5 years of available time in a harness.

Pioneer becomes a good booster. Sureride does not become a booster (but it's cheap and you can buy a dedicated booster later). Radian becomes an unusable booster (seriously, DON'T use it as a booster!)

If $200 is your limit and you have a 7yo that needs a harness, I rec the Britax Pioneer.
(My 7yo is in the Britax Frontier due to a bone age delay. The Frontier costs $254 on Amazon right now. I got it for under $200 when they had a sale on Britax a few months ago.)

Radians actually have a short shoulder strap.

The evenflo sureride is one of the only highest shoulder settings. And inexpensive.

We have both.

Right, but radians allow shoulder height to go above the slot, as long as ears are still in the shell.

at what age can they move to a booster seat? what is a good brand? they don't seem very stable in terms of keeping them in place in the seat.

I'm happy with my diono, the extended expiration date is a huge seller. This seated will literally last from birth to out of booster age, imo it's more economical to buy this seat than a bucket, convertible, and booster separately
