OK, here goes how I make my baby legs from womens knee high socks. I used a serger, but have also used a sewing machine before I could borrow the serger. The great thing is the material will not fray so if all you know how to do is a straight stitch on machine that works. The serger, or zig zag leaves a nice finished seam.
OK, first cut the foot part from the leg part, right above the heel, like so.

RESULT

Now cut the heel off

Then the toe

Result

Now cut up the "cuff" lengthwise (the cuff is the foot part you just cut the heel and toe off), you will take this up a little so will not come down over LOs foot

result

Now turn right sides together and sew, taking up about 1/4"

result

now fold down to make the cuff, wrong sides together.

Then place right sides of cuff and leg parts together

now will sew them

then turn/fold down and viola have baby leg Good Job!
Hope this was helpful.
