Ctx but not dialating

I'm 36&4, so early still, though I feel like the dates have been off. Ever since my dating u/s at like 9 weeks, I've measured 3 weeks ahead consistently. Baby currently measures 39 weeks.
I'm not worried about going into labor soon but due to complications this pregnancy I had to switch from a midwife to an OB. Today she did my strep b test and checked me for dialating she told me that ctx won't be anything if baby's head isn't engaged. But that can't be right? Right? This is my 4th and I don't think I've ever dropped until I'm in active labor but I've always been atleast 1-2 cm dialated when I went in labor.

Doesn't sound right to me. I was dilated to almost 2 and my girl was breech. That was at 36 weeks. She was my 6th so don't know if that made a difference...
She finally flipped head down at 38 weeks and came right at 40

I wouldn't worry. I'm 4cm/70% and she's still not engaged. Lots of ctx but nothing organized. Hopefully will happen soon!

DD 7/2006, DSS 4/2008, DSS 3/2010, and Rose arrived after unmedicated birth on 4/9/2017!

Yeah I have heard of women being dilated without the head engaged. Now I was always the opposite and never dilated until I went into labor.

Doesn't sound correct to me either. I've had 4, and none of them engaged until I was in active labor. My first didn't engage until after 12 hrs of active labor.
