If just the fingers are cold, it does not really matter if rest of the body is warm. Little babies typically have cold hands and feet.
But, to keep ou LO warm try: Sleeping bag or Sleap sack. Also, the no cover/blanket rule is only an American rule (completely unheard of in many countries, where babies are not suffocating either!), so a little baby comforter would work too.

A sleep sack would help. I put a loosely crocheted blanket in the crib with DD starting at about 6 months, too. Figured she couldn't possibly suffocate under that. Also, a lot of heat is lost through the feet so a pair of socks under the jammies wouldn't hurt.

What about some really soft mittens (like minky)? Maybe he wouldnt notice if they were really soft?

If he is sleeping ok then he isn't too cold. I always had a blanket on DS when he was little. I just made sure it was on him from the waist down.
I also bought a fleece outfit (it was a normal day time outfit) for him to sleep in. The blanket sleepers were just too big for DS when he was a newborn.
