Potty "issues"

I'm having two "issues".

DD is 29 months old and is basically potty trained. But every once in a while she has to run and find me in the house to tell me she has to go pee, like she wants my permission to pee. Most of the time she can still make it to the toilet. Every time she tells me, I tell her to go and that she doesn't have to ask, she knows where the bathroom is, etc. that sort of thing. I'm trying to get her to understand that she knows where the bathroom is and can just go when she feels like she has to pee. 95% of the time she does it on her own. Although I guess it could be that she is announcing it ahead of time too. We still praise her after she pees or poops.

My other issue deals with wiping. At what age is it okay for her to wipe herself (and do a good job)? I have tried showing her but I really try to just do it for her.
