the skirt you made looks great! But I am totally in love with the ruffly one from TCP -- but I'm a sucker for anything ruffly and poofy, as I'm a mama of two boys. lol

I usually double or triple the waist measurement depending on how dull I actuAlly want the skirt. If you remake the skirt fuller (id triple) try putting it on with the tutu. The tutu will act like a pettiskirt and fluff out the cupcake skirt and add detail as it peeks out from under the other skirt. You could also cut the front of the skirt to curve up on each side towarx the center like (/=\) where the equal sign is the yellow skirt underneath and add a satin yellow bow at the peak. ( lol I could draw it but symbols are difficult to turn into a vision)

What if you put the cupcake one over the yellow tutu one wonder if that would work then she can wear both and it might give it a fuller look maybe I dunno if not I like the yellow tutu one cause its bright and b-dayish

Good job mama! I too say that pairing the cupcake skirty with the shirt is a little busy. I still think your skirt came out great, I would just go for a more simple shirt.
