Educate me on ppd prices!

Ok ladies so I just received my new digital scale yay! I know everyone loves ppd prices (including me) so I need to change some of my listings to ppd if I want them out the door. I am just a lil confused as to how. I know you are supposed to include dc and pp fees so I get that. My question is if you are selling something ppd, how do you actually determine the shipping charge. I live in CA, so shipping would be way less if I send it to Arizona vs Maine. So do I just quote it for shipping to the furthest state out and too bad for other mamas living closer or how do I do this?

I typically get shipping costs for my area if the mama is far away then I'm out a little but not much.
Once I have the shipping I add on 19 cents for DC.
I then add on 30 cents for pp fees.
I then take the price I'm asking for the item and add the postage with DC and fee to that.
I then take that number and divide by 0.97 to account for the pp percentage fee.
Here is the algebra
[Price + Shipping + DC + 0.30] / [0.97] = PPD price

pp charges 30 cents plus 3% of the money sent to you.
So If I send you $100.00 paypal takes 30 cents plus $3.00 for a total of $3.30 and you end up with $96.70

I think the percentage might be 2.9 something but it rounds to 3%.
