I have seen quite a bit of research that a vbac is not as recommended with the vertical cut. I think it may be possible, but not sure I would risk that. I've had 2 sections, low horizontal cut, and if I have a third child I will probably try for a vbac if I can find a doctor that will allow me. I'm kind of waiting around for vbacs to be more common before I try again. That being said, if I had a 3rd section I do not think I would have more children. I have read about the increases risk of repeat sections, and it really scared me. Just the thought of having 2 sections scared me.

Uterine rupture rate with classical (horizontal) incision is about 2%, it's about 0.6% for vertical incision. All rates are a bit lower if you avoid induction.
