I have a problem with a swap

We had a mama pad swap a while back. Everyone sent their packages directly to everyone else. It worked fine for most but one person did not send all their packages out. We said that we were not going to leave feedback for the swap. I have tried repetely to contact this person and they said that they had been sent out. I did recieve a package from this person but others in the swap did not. Now this person has their pms turned off and the swap has been done for a while. (Swaps are now done with everyone sending their packages to one person) But what should we do about this. Would it be wrong to leave this person negative feedback intill we hear something from her?
