how to deal with bullying sibs?

my 3, almost 4 year old keeps bullying my 20 month old. When Jace was born Bastian was pretty jealous. He went through a period where he acted out a lot, then he seemed to get over it and liked the baby. It seems like it's been the past few months since Jace has been able to play with him and run around with him that Bastian has started to bully him. He purposely hits or kicks or pushes him when he gets mad or when he thinks Jace is in his way or might try to take a toy from him. He also sometimes just seems to try to hurt him for no reason. The rest of the time he plays with him and is happy about it. So I have no idea how to deal with the issue. Someone suggested to try to spend one on one time with Bastian and someone else suggested to not give Bastian attention (like getting mad) when he hits, etc., but to give Jace the attention for being hurt. What would you do?

Try to talk to him and let him know that we have to treat our family nicely. It may take awhile for him to understand though.

Hey mama, I think the suggestion of ignoring the older one when he acts out and giving attention to the younger one would only make the older one jealous and make the problem worse.

Here are some sites I googled:
