There is a seat in front of you so that may not always be the case. Being unrestrained in a plane is dangerous for babies. The laws of physics still apply and an unrestrained baby will become a projectile and could injure others in addition to being injured himself. The FAA says in all their literature that children are safest on an airplane when restrained in a child safety seat.

Much like forward facing your baby at 12 months legal does not always equal safe. We all agree that it is not safe to FF that soon yet it is legal. The same thing applies here. A lap baby is legal, but not safe. The biggest danger is not crashing, but what happens in turbulence. Baby goes flying and gets hurt and potentially injures others.
