Getting strapped back into a car seat might actually be a good way to deal with your niece's irresponsible behavior. I would think at 7 that she would be aware that most of her friends ride in boosters. If she makes the connection that her behavior is why she has to be back in a little kid's car seat, it should be good motivation to show some responsibility.
