Can I use expired spice packets?

I found a container of spice packets (meatloaf, burritos, enchiladas, brown gravy) in my storage unit. Some expired last October and some in July of this year. Are they safe to use or should I throw them out?

Spices don't go bad, but they become less potent. I'd use them if I found them in my cupboard. Unless they were clumpy. Then I'd toss.
