When there is "no address on file" in PP

do you ask the buyer to update their PP info before you ship it so you can print the label through PP?

I know sometimes the address won't show up if buyers use PP via mobile app.

But what do you do in this case to maintain seller protection? Do you refund and then have then resend payment via computer. (PP would annoyingly keep their 30 in that case). Or do you just ask them for their mailing address, get DC and go from there?

I recently had a buyer use PP via a mobile app, and I refunded her and asked her to send from a computer. As far as I know, PP refunded the full amount because it was a personal payment.

Agreed, if there is no address on file then it was a personal payment or was sent through the mobile app and came through as a personal payment. You should be able to refund the full amount in either case as no fees were taken out to begin with. I would refund and ask the buyer to resend the amount as "goods" and make sure to do so at a computer and not using the mobile app.

Payments need to be sent as goods so that you're both protected should something go wrong.
