If you have enough diapers to go a little longer, I would try washing more diapers per load. That gives them more stuff to agitate against. I think that approx 24 diapers is the ideal #.

You could try a vinegar soak (or adding vinegar to the pre-rinse regularly?) It's not the best for PUL, but one vinegar soak and switching detergents was all I needed to resolve my ammonia issues.

Actually sounds like soft water. I have softer water now and have to be carefull not to use too much detergent. 12 diapers isn't many. Could you do every other day? If not, you could wash with towels.
