Why is it so hard to get feedback?

Just PM the person you've left feedback for, and politely ask if she'll leave you feedback, as well. Sometimes that works.

Pretty sure you have to have 10 to participate in co-ops. You've got 3, and have left feedback for 7 (and 3 of those are the ones that DID leave you feedback, just politly pm the other 4 mamas and ask, many just forget). If you're the buyer, make sure you leave feedback FIRST after you've received and inspected your items. As a seller, I (and many others here as well) never leave feedback for a buyer until I know they have received and are happy with the purchase

Almost every mama on here will not mind a quick pm asking for feedback if you've already left it or they know you have received your package, esp if you mention you are new and are building feedback (and if to join co-ops you could include that as well).
