Sorry....but had to also suggest the truefit. It's the first seat that came to mind when I read your budget and the size of your babies

Add me to the list of Truefit lovers. I have about 5 car seats right now that we rotate and the Truefit is one of them. I love that I can use it for my 4yr old and for the new baby when she arrives. I love the infant padding and that I can use it without the headrest. I found it very easy to install too, I liked the lockoffs.
