Washing without a washing machine

So even though we do not have a washer/dryer, we have decided to try to cloth diaper. I'm wondering if hand washing them is enough or will I need to use an actual washer to really get them clean? Any tips on hand washing? Any links on educating me how to hand wash? I mean is there an actual right/wrong way to hand wash something? How can I get them to dry faster? We cannot hang laundry outside where we live (stupidest city ordinance ever!), so I have to hang them indoors and it seems like it takes forever. Also, if it was just wet and not dirty, do I have to use detergent or is it ok to soak, rinse, allow to dry and reuse? Thanks for any help you can give me!
