I don't have any bulk stores near me either- and I am in the US. One of our stores offers a bulk section, but its a no go for us because dd has allergies. There is too much of a risk for cross contamination. Luckily Walmart does sale tiny packages of some stuff- more cost effective to buy the bigger package but when you only have so much money to spend on one trip you then thats all you got. Its a little mini cycle.
Anybody doing this with a family- check out the link that mdenver posted like 2 pages ago. It has some recipes that could probably be worked in pretty easily. Won't work for me with the individual plan, but with more money it could work. And the recipes look pretty good. I book marked the site to use for my regular shopping.

Whole Foods is the only store that stores stuff in bulk here where you could buy 10 cents worth of rice...and they are too expensive for the budget.
It actually saddens me that there are people that have to try and eat this way everyday...particularly with so much stuff that goes to waste here in the States. I've been trying to be more conscious of what we're buying so we have less getting wasted, but even then I'm guilty of overbuying...

Okay. I went to the store and got some prices.
I would do this with my $7.50 2lbs of banana (.39/lb) =.78 1lb of rice .58 1lb of lentils .98 2 packages of ramen (.18/each) = .36 1 can tuna .50 16oz frozen mixed veggies .98 18oz oatmeal 1.64 Season salt .50 1dozen eggs 1.14 $7.46 Breakfasts would be oatmeal, an egg, and a banana (Not sure how many banana's I'd get, but I think 2lbs would be plenty?) Snacks would be hard boiled eggs with season salt Lunches and dinners would be ramen, each package mixed with half a can of tuna, then either rice and veggies, lentils and veggies, then lentils and rice with veggies. All seasoned with seasoned salt. I had to get that, haha. Otherwise everything would be so bland! I'm assuming I'd have more than 5 bananas, and more oatmeal that I'd eat for breakfast, so that would full any gap and provide extra snacks to keep me full.

Okay, there's 5 of us, so $7.50/day- I would spend $2.50 on a bag of potatoes, $2.50 on stewing beef, and $1 each on carrots and turnip- $7 total and make beef stew. Bonus: This would feed us for at least a couple of days!
