Is this true? paypal help
I can't keep up with paypal changes. This is a response I got from a seller on another site which left me
. I don't have reason to distrust this person but this sounds incorrect unless something has changed."I didn't price insurance or delivery confirmation. I package well in boxes, so it should get there without a problem. You can mark personal payments as goods...since that is what some of them are. But you must press "personal payment" before making the payment selection....otherwise it will go as a business transaction with fees. Small transactions like this are what personal payments are for. I contacted paypal personally and asked this question because some people reasoned that is was a business *transaction. The difference is the amount and the fact that paypal will not guarantee personal payments. Either way, these transactions aren't worth the fees for you or me to pay. Paypal sees this and that is why they reinstituted personal no-fee payments. If that makes sense to send it as a personal payment - marked goods -"

Um no. I seriously doubt this person has talked to payapl within the last 2 years.
Payment for goods must be sent using the "Purchase" tab and marked as "goods" are there is zilch protection for a buyer. If you look at the "personal" tab there isn't even an option for "goods" and selecting other doesn't protect the buyer. I would contact the site you saw this on and ask them if there is a way to alert their members on how to buy safely using paypal.

Seller not know how use paypal right sounds like. I don't know how it works if something goes wrolng for goods if u do personal. I know purchases are covered not personal,idk.... something to look for on site. As long as I knew no fee for personal.. like to my brother not just some person online....no offense I just don't want to get screwed like I pay & no good.

NO...she is trying to get out of paying fees and if she doesn't ship, it gets lost or your item is not as described...PP will do nothing to help you and you are out your money! All purchases are to be paid for as 'goods' and that's PP rules. If she doesn't want to pay the fees then tell her you will cover the fees when you send payment and ask for delivery confirmation.

If you accidentally pay personal and the item doesn't get sent you can call PP & they can still file a complaint against the person. I had accidentally payed this way through my iPhone app and the other person quit emailing me and I never received the item (it was from here on DS) and they didn't even respond to PP.

I think she thinks paying pp their fees isn't necessary for a "small"transaction. It will be about $30 which isn't huge but it isn't pocket change either.
I looked over the rules on that site and it doesn't say anything about pp use. Thanks for letting me know that what she stated was inaccurate. I asked her to clarify what she meant by "send personal paypal and the above was her response.

I wouldn't offer to pay her fees, dc or insurance. They're HER fees for utilizing their services, dc protects HER and insurance protects HER. I would contact this other site you're purchasing from and see what their rules are regarding these additional costs. Are you expected to cover this or is the seller responsible and should price their items accordingly.
