toddler carrier problems

I'm not an official "baby wearer", but I do appreciate having my little one close by and free hands. Honestly, she's an absolute terror in the grocery, and at home often just wants to be held, so these are the 2 most important situations for us.
We had an ergo, but she outgrew it. It just started feeling too short in the back position, like she might be able to wiggle herself out. She would throw herself back & scared me to death! In the front position, it felt like the whole thing rode too high & I had to look around her head to see.
So, what is the best carrier???
She not huge, 30 inches, 21 lbs, 18 months. Front, hip, or back, doesn't matter to me, as long as it feels safe.

By the way, I'm not looking to spend a HUGE amount of $$$. In fact, theres an infantino mei tai style on CL that I'm looking at and an ellaroo mei hip.

I would get something with a tall back panel like a Boba 3g - You may be able to find an older one a 1g or 2g for a good deal It is much more secure feeling with a wiggley toddler than the ergo

For her size the Boba would be a good fit for another year or so, then I'd size up again

My DD is about the same size and age. She fits well in the Oh Snap, Boba 3G, Tula, and manduca. I have not tried an Onya or O&A lately, but I think those would work as well.

I have used a Beco Butterfly and a Kelty backpack carrier with my older daughter. The Kelty was more for little adventures, not so good for short trips and its huge. I have a brand new Boba 3G for later when my littlest is older.

I just wanted to say thanks for all of the suggestions. I purchased a boba 2G on here yesterday and can't wait to receive it!!! I'll update soon!
