Smiley Shark by Ruth Galloway - there are several by this author ds likes a lot

The hiccupotamus by aaron zenz
More bears by kenn nesbitt - lots of words but ds loves this book
The goodnight train by june sobel
That is just what is in the pile near me. But I will say we've found some of the best books by just randomly grabbing books.

And of course I wouldn't let a 14 month old play with a paper page library book without supervision. These would be solely for us to read together. I can tell when he is turning the page and when he is grabbing the page. Different hand movement. And I have to help with page turning anyway, so my hand is always close by.
And I understand about repetition. We do own quite a few books I know by heart. And just so I can contribute the favorites that I know by heart are: (although these are board books)

3. Goodnight Gorilla (not many words at all but great illustrations and fun for animal sounds)
