Are compression leaks normal with PUL covers?

I bought them used so I assumed they had been prepped already, so I just washed them, but the others are all working fine. I used several other Alva pockets and bamboo inserts today and they all worked just fine.

It could have been a fit issue as that was the first Alva I put on him and maybe I didn't have it just right. I'll have to try it one more time because I threw it in the wash with the other dipes and now I can't remember if it was the light or dark blue that leaked, haha. Oh well, I'll try one more time and see if it happens again. If so, then I guess its a problem with the PUL, but I got such a great deal on these diapers (on FSOT) that if one doesn't work I'm not too worried about it.
