Random water level question

Before I went back to work dd was cloth'ed full time. I washed every 2-3 days so I had a full load And did the xl size load ( regular top loader) . Now she's only in cloth part time (evenings, overnight and weekends / Wednesday I'm off) . The loads are obv smaller. Should I use less water so they agitate more?

It should obviously cover the diapers, plus some, but I don't fill up my washer all the way. With a toddler, and washing every 2-3 days, I only am filling up the washer halfway (most of the load is inserts, we don't use AIO, so less bulky load too).
