Tell buyer to pay balance forward of repeat shipping costs and then refund from that.

So, if i understand right...
item sold
buyer paid 99 and $5 for shipping
Seller shipped and paid $5 for fre at po
item was returned as undeliverable
buyer agrees to pay shipping again, but doesn't actually send $$
Seller ships to new address and pays anoter $5 to po
item is returned again,
buyer now wants a $5 refund

I would invoice the buyer for second shipping expense, hopefully get paid.
i am afraid pp will see that item was never received by bbuyer and expect you to refund, in that case i would fight the refund of shipping charges since this was not your fault and you should not be out the shipping charges.

If her address isn't a working po, would paypal really side with her? That seems ridiculous, especially if the buyer knowingly provides a non working address...?

If it were me personally, I'd refund the entire amount and cancel the transaction with eBay. Yes, you'll be out $10. But sometimes you have to pay $10 to get the crazies out of your hair.

I honestly wouldnt throw anymore money at this transaction, or try to sort it out for her. If she knowingly gave a non-working PO box, it's her own faults

Then when you make your listings from now on, make sure you go in and exclude PO box addresses from your shipping options. It's the only way to keep that from happening again.

^ that. I think I've heard before that PayPal will not cover an unconfirmed address. So I'm assuming, because her po is invalid, it wouldn't be confirmed?

Know it was coming since by that point, I'd put a pretty penny into the item.

Eta: I meant to say that buyer paid shipping again or x2 would mean that the buyer has an additional $10 invested in the item for shipping. So, instead of the buyer beig out $5-6, they are out $15-16
She never paid me for any additional shipping. She paid me $.99 + $5.15 for shipping. That's it. She agreed to pay additional shipping if the item was retrurned to me & needed to be shipped again, but she never actually did that. I was already out money just selling this item on ebay with fees, but I realize that sometimes to make money you lose money (if that makes sense). Anyway, the other shipping charge, I covered them. I just did it to be nice - so I'm actually the one out the extra money. She's only out the $.99 + $5.15.

I just don't feel like I should have to refund her shipping costs - it's not my fault she did not pay her fees at the PO/leave a new address & it was repeatedly returned to me. I know it sucks for her, but why should I be out for her mishap?

But I am not refusing to send her anything.

I have sent her item more than once. It just keeps coming back as undeliverable.

That's basically it.

From what I understand it's her old PO or something. No fwding address left/occupent unknown. If you look under the delivery info, it does show everytime it's been transit - it also lists it being returned to me in transit as well.
