I have the same issue except my 22 mo is unbuckling his chest clip and taking his arms out.... And since he's rf, I don't know unless one of his brothers says something.... I cut an empty tp roll in half and buckle the chest clip into that to keep him from unbuckling, but this is a slightly different issue :/

DD2 was notorious for this. I took our old infant bucket seat in the house and let her buckle and unbuckle herself, babies, to her hearts content. She got tired of it though after awhile and then stopped doing it in the car too.
