I hate cleaning up a bunch of pee accidents, etc, so if it were me I would go back to diapers that are easy on/off (ie not pins or snappis). My DS1 didn't PL until he was about 3 1/2, and my DS2 is looking to be on the same schedule. He's 39 months, and will use the potty ALL DAY -- as long as he isn't wearing anything on his bottom half
If he's in undies/diaper/trainers etc, he'll pee them. He can do EVERYTHING for PLing, except actually use the potty if he thinks he can pee his diaper/clothes. Something else just needs to "click" for him ![]() I realize this is not an awesome answer but it's what I would do. All those accidents, to me, sounds like someone isn't 100% ready.

Not sure if this might work but this summer in anticipation of DD2 PL I had some toddler prefolds converted into side snapping trainers and plan to use those with dappi and old bummi nylon pull up pants over them. They are about 5$ or $6 for a center strip of PUL and really cute! Mamawearbabywear on etsy. She usually has in stock items but her shop is closed for a few days for a family visit. Dd2 is not interested so I just had more toddler prefolds converted into AIO's at Nanas bottoms

I use training pants (Gerber are ok, Hanna Andersson are the BEST!) covered with a Bummis pull on cover for out and about (trainers only at home). Usually holds a full pee, sometimes leaks a bit. I just keep a change of pants handy.
