Stretched wool- Am I out of luck?

I have several medium interlock soakers that I love. My 2 year old has been wearing them and they fit fine. The baby is almost out of smalls and I tried on her sister's medium last night. The waist and rise were fine but the thighs were too big. DD's chunky toddler thighs had stretched them. Is there a way to shrink just the legs or am I out of luck and need to buy some more medium soakers just for the baby?

I had this problem with an interlock soaker I bought. What I did was seam rip the legs and then just cut them smaller, and re-sew on. Do you sew at all?

Could you rub those areas rapidly while the wool is wet and see if it will felt/shrink a bit in those areas? I don't know if this will work but I would try it.
