I have taught Kinder for a long time and we have done it both ways. At my current school, it is completely random. At my last school, most years it was completely random, but a couple of years we did assessments over the summer prior to students starting and we grouped our extra support students into the afternoon class. Because we had a half day program, we could utilize all three teachers in the PM and structure the day into small group learning. It was totally ideal for making big academic gains with our neediest students. So I have seen it done both ways. I've also attended a school where they assessed their students the first couple weeks and then grouped into early/late reading groups by ability. It all depends on the school really.
