Flannel topped soaker isn't absorbing?

I am trying to make a soaker that is flannel on top, hemp/cotton fleece underneath.

I did prewash the flannel, but when I squirt water on it with a medicine dropper, it just pools and doesn't soak in!

I thought it might be the ink from the print, so I tried the back with the same result.

Thoughts?

If you put pressure on it does it aborbe? I think that is pretty standard for some flannel...

Flannel needs a couple of washings to absorb. After repeated washings it absorbs like crazy.
