Repetition helps build fluency. Books need to be at his level and he should read and re-read until fluent.
Teach attention to punctuation which is fun/easy to do through poetry and really expressive books like those by Robert Munsch. Reader's Theater builds fluency.....have him act out a book.

My DD needed help in this area in addition to reading to her first we started using Reading Pathways- simple exercises to improve reading fluency and it has worked will for her.
