Personally it really bothers me when other parents look at you like you're doing something wrong over silly stuff like this. How long you spend ToTing is totally up to how you and your kids feel and what you want to do. Why on earth does it matter to anybody how long you spent ToTing???

On the flip side, maybe they just wanted you to stay longer and were sad you had to go?

I definitely think that you were completely reasonable, especially with such little ones. My 1 year old went out for about 15 minutes with her brother (6), then he went on for another hour by himself (with his dad). I think it really varies with age and what the kids are up for - little ones don't need a ton of candy, and how much trucking up and down the street in the cold and dark is really fun? If they're too tired to walk, time to go home! Once they're older, they'll let you know if they aren't done!
Maybe you were making the other moms feel guilty, like they should be getting their little ones home to bed but didn't want to stop their social time?
