eBay dispute timeframe
How long from the auction end date do I have to open an eBay case?
Auction closed on Nov. 10. Item received on Nov. 21 with undisclosed tear in front so I messaged seller. Seller responded Nov. 22 that she didn't notice the tear and offered to refund the bid price but not the shipping price, which was 5x as much. Responded Nov. 30 asking if she'd consider refunding shipping as well. No response from seller. Anything I can or should do now?

Full refund if u say not as described & u send back. U have 30 to 60 on paypal. Not sure on ebay.

Do you want to keep the item? If so, you can ask for a partial refund. If you do not want the item, file a claim. You have 45 days from day of payment to file. You'll receive a full refund but you'll need to pay for return shipping.

yeah - if you want to return it then they have to give you everything back (even the 5x shipping charge)...but you have to spend your $$ to send it back (which should be reasonable)

I don't want to keep it, because the material is too hard for me to repair myself. Unfortunately, it will cost me a lot more to ship it back than it cost her, since I'm shipping from Canada to the US and our rates here are ridiculously prohibitive.
If I'm going to return it on principle, then should I message her one more time first to be polite? How do I file a claim?

I believe you have 45 days.
Go to the transaction in paypal and open it up. The option to open a dispute is there. Open and write to her asking for the promised refund. Copy and paste any past conversation that took place off paypal. Wait for response. If she doesn't respond, escalate to a claim. As long as you paid as goods, she will have to refund you the FULL amount you paid for item.That includes anything you paid her for shipping,. Paypal will not allow her to keep any of it. Paypal will require you pay return shipping cost. You can always request a partial refund if you wish to keep the item.
